Job Summary
The Procurement Manager leads the planning and execution of procurement strategies to acquire goods, services, and works efficiently and cost-effectively. This position ensures compliance with policies and enhances value for money through effective vendor management and contract negotiation, supporting both Kabul and field office operations.
Duties & Responsibilities
- Develop and implement an annual procurement plan.
- Ensure procurement complies with national and internation policies or standards.
- Identify and assess potential suppliers and service providers.
- Issue and manage Requests for Quotation (RFQs) and tenders.
- Lead bid evaluation processes and prepare selection reports.
- Negotiate terms and pricing with selected vendors.
- Draft and manage procurement contracts and agreements.
- Coordinate with finance and logistics teams to ensure timely delivery.
- Maintain a centralized procurement database and vendor list.
- Monitor procurement trends and suggest improvements.
- Conduct market research for price benchmarking.
- Oversee the work of the procurement team and build their capacity.
- Ensure transparency and accountability in all purchases.
- Prepare procurement reports for management and audits.
- Perform any other duties assigned by the supervisor.
Job Requirements
- Bachelor’s or Master’s degree in Procurement, Business Administration, or related field.
- At least 7 years of procurement experience, preferably in construction or mining.
- Deep understanding of procurement regulations and market dynamics.
- Strong negotiation, communication, and contract management skills.
- High integrity and transparency.
- Proficient in procurement and inventory software.
