Job Summary

At Al-Falah Al-Alami Company, we are seeking a committed Human Resources Officer with the necessary skills to join our team and play an active role in carrying out daily HR operations.

The HR Officer is responsible for supporting all aspects of the HR function, including implementing recruitment and hiring processes, maintaining and organizing employee records, arranging employee capacity-building programs, facilitating performance evaluations, coordinating with management on HR matters, handling initial employee grievances, and contributing to the creation of a positive and transparent workplace.

This role requires a well-organized and dedicated individual who can work in alignment with the company’s HR policies, procedures, and programs, ensuring their proper implementation.

The HR Officer is also responsible for ensuring compliance with labor laws and regulations within the scope of assigned duties and for providing accurate and timely reporting to the HR Manager.

This position reports directly to the HR Manager of Al-Falah Al-Alami Company.

Key Responsibilities

  • Assist in the preparation and organization of HR plans, procedures, and guidelines.

  • Announce job vacancies, collect, and categorize applications.

  • Prepare lists of shortlisted candidates, coordinate, and facilitate written and oral assessments.

  • Arrange and maintain personnel files of newly hired and existing employees, and update relevant records.       Prepare and maintain employment contracts in accordance with applicable laws and company policies

  • Monitor contract expiration dates, provide timely notifications to the HR Manager, and coordinate with employees.

  • Maintain and safeguard employee records in an organized and confidential manner.

  • Control daily attendance of employees.

  • Prepare monthly attendance and overtime reports.

  • Coordinate with the Finance Department in payroll processing, including salaries, deductions, and benefits.

  • Identify training needs of employees in coordination with relevant department managers.

  • Plan, facilitate, and organize training programs, workshops, and seminars.

  • Maintain records of training and capacity-building activities.

  • Address initial employee grievances and refer them to the HR Management.

  • Implement company disciplinary policies.

  • Execute and facilitate motivational programs to ensure a healthy work environment.

  • Prepare monthly, quarterly, and annual HR reports.

  • Coordinate with other departments of the company (Finance, Technical, Administration, Media, etc.).

  • Ensure that HR management activities comply with Afghanistan’s labor laws and relevant ministry regulations.

1.1  Skills and Experience:

-         Experience in implementing Standard Operating Procedures (SOPs) and supporting the application of HR plans and policies.

-          Experience in human resources, preferably in the cement industry, manufacturing, or similar sectors.

-          Good knowledge of HR principles, labor laws, and regulations.

-         Sufficient understanding of recruitment and selection processes, performance evaluation, and supporting workplace relations management.

-          Ability to collaborate effectively within a team and support the HR Manager in day-to-day tasks.

-          Strong communication and interpersonal skills, with the ability to build positive workplace relationships.

-          Ability to solve day-to-day problems and provide practical recommendations to supervisors. Integrity, confidentiality, and commitment to ethical standards in HR practices.

-          Skilled in conducting initial interviews and supporting recruitment processes for both local and, if needed, international staff.

1.2  Education:  Bachelor’s degree, preferably a Master’s, in Business Administration, Human Resource Management, Public Administration, International Law, or a related field.

1.3  Work Experience: At least three years of related professional experience; preferably with business companies, and profit/non-profit or social service environment.

1.4  Languages Skills: Excellent knowledge of both written and spoken English. Must be able to write reports in English.  Proficiency in Dari or Pashtu.

1.5   Technical Proficiency: Proficiency in using various software applications and tools for HR tasks, such as Microsoft Office Suite (Word, Excel, PowerPoint) HMIS, document management systems, and communication tools.
